Title: URBAN DATA AND ITS ROLE IN POLICY AND PLANNING OF GREATER KL / KLANG VALLEY

Abstract:
Greater KL/Klang Valley covering 10 municipals and 2 states is the biggest urban conurbation of Malaysia. Institutions and policies have struggled to catch up with the urban growth due to complicated legal jurisdictions and privatisation of urban utilities. Furthermore, Urban Data is not hosted centrally, scattered across various states, municipals and private entities. The lack of centralised data inhibits centralised planning of the conurbation and further complicates coordination and implementation of mega public projects such as River of Life or the planning of various public infrastructures such as DUKE, SUKE and other planned highways for the conurbation. Most recently, there has been a focus on the supply of affordable housing by both federal and state governments through programmes such as Rumahku Selangorku, RUMAWIP and PR1MA, which would in turn affect the planning of infrastructure projects in Greater KL/Klang Valley. There is a strong need for a centralised urban data center to track, coordinate and plan the changes of the conurbation to facilitate further planning and resource efficient growth of the conurbation.

About the speaker:
Trained in city planning at Massachusetts Institute of Technology (MIT) Cambridge, USA, Cha-ly Koh worked in managing solutions to Kuala Lumpur’s city issues, serving as project manager for the River of Life EPP for the Greater KL NKEA for 2 years under PEMANDU in the Prime Minister’s Department, when she worked closely with DBKL and city planners. Subsequently, she also consulted for World Bank, ThinkCity and private developers in collecting, analyzing of urban data and advisory in the field of urban management and planning.
